The ascendant is derived from local sidereal time using the coordinates of your birth city, which is why the birth place and the birth time both change the result. Nothing in the chart is derived from arithmetic on the digits of your birth date.
The Moon moves roughly thirteen degrees a day and the ascendant changes sign about every two hours. A birth time that is wrong by a few hours will usually still give the right Moon sign, but it can easily give the wrong Lagna — and the Lagna decides which house every planet falls in. If you do not know your exact time, the chart is still worth reading, but treat the house positions as approximate.
